EDDY OâCONNER READ ABOUT the FBI agentâs assassination in the morning edition of the newspaper. She called her colleague at the FBI Field Office to offer her condolences and aid. Having spent much of the prior evening with the late Agent Donaldsonâs family, he welcomed the diversion her call provided.
The SAC shared the FBIâs standard operating procedures involving the murder of an agent. No one from the field office could participate in the investigation. Given the officeâs proximity to FBI Headquarters, the investigating team would be appointed by the Deputy Director and drawn from HQ staff. The SAC wasnât hopeful about the investigation.
HQ staff were adept at managing their careers, not real investigations. Worse yet, few had ever taken primary responsibility for a murder investigation let alone the assassination of an agent. The few that had relevant experience were retired or had retirement options. Most hadnât been out of the Hoover Building in years with the possible exception of those selected to brief Congress on matters of the proposed new HQ building, issues of budget and staffing, or the Bureauâs latest hot topic: Counterterrorism.
Agent Donaldson was assassinated. Not up close and personal, but from a substantial distance within view of his fellow agents and their families at an annual picnic. The silenced rifle shot traversed just over 500 yards. Whoever did this was a professional, a trained sniper with the right equipment. A head shot as Donaldson sat with his family enjoying a Sunday outing at the park.

The assistance O'Conner and her team provided Homeland Security and the FBI on the apprehension of the two physicists along the Appalachian Trail resulted in an ongoing contractual relationship for her teamâs services. She suggested the use of the contract to the Secretary of Homeland Security who thought the idea possessed merit. While the Deputy Director of the FBI was less enthused about involving outsiders in an FBI investigation, he had more to lose by resisting the Secretaryâs recommendation and offer. This cross-agency cooperation and resource sharing was just what Congress and the President had in mind when the Office of the Director of National Intelligence was created following 9-11.
OâConner briefed Alice Linda and Joe McRory.
âJoe, Alice and I will do the visible work. Youâll provide us with background support.â
McRory started to object, but OâConner stopped him.
âYou have what may be a personal connection to this case and the murder of Agent Donaldson. That link may only be tangential, but the FBI has a strict rule limiting the involvement of their own agents under similar circumstances. Thatâs one of the reasonsâa major one, actuallyâthe Secretary believes our involvement is a good thing.â
âWhat? Iâm left to get the morning coffee and doughnuts?â He was still objecting to the limits placed on his direct involvement.
âI like mine black with two sugars. No jelly filled,â Linda interjected her standing order just to add insult to injury.
This drew what was rapidly becoming âthe lookâ from OâConner who thought the tension between them would be better replaced by a room reservation at any hotel, the sooner the better.
